Can anybody tell me if it is possible to run GameEx setup on a pc that is not connected to the internet.

I would say possible, but problematic. I would recommend performing the initial setup with an internet connection. With the reasonable pricing of wireless NICs and Ethernet Over Power Line solutions available, one could connect only for the purpose of updating the PC with minimal fuss.

Just run the setup and uncheck the boxes to download stuff.

I think a lot would depend on what options the op wants to run. If not concerned about other themes, and can handle manually installing emulators, etc., then that could work but is going to require quite a bit of coping and moving of files from one system to another. Version updates on a non-internet connected system and adding additional features could be problematic. Troubleshooting is a bear when it comes to providing config and log files. This, too, has been problematic for some users.

Yep, in this day and age its not ideal. It is supported though.
