For Sega CD isn't this the command..
isn't this it.. has it changed

fusion.exe -scd -fullscreen "[ROMPATH]/[ROMFILE]"

I did a double check for extra quotations.. but there
are none there..

I haven't touched my sega cd config in months..
but after an update it doesn't work..

But it doesn't work in a strange way,
usually when something doesn't work it
just exits right back out to gameex..

But with this it just goes to a black screen
and nothing happens.. and only if I hit my
exit command does it return to gameex..
but than gameex is black and I just hear
my backround music.. if I hit the esc command
again.. then the gameex menu fully restores
and I can see it again..

This seems more like a bug than just an
error in command.

I think your issue may be that you're using UNIX directory notation rather than the Windows variety.

So this:
fusion.exe -scd -fullscreen "[ROMPATH]/[ROMFILE]"

Should be written like this:
fusion.exe -scd -fullscreen "[ROMPATH]\[ROMFILE]"

Other than that your command matches the one I use for Sega CD (Fusion 3.64)
