Have you been able to run it outside of GameEx?

Based on your log that you posted it seems that it's sending this to the command-line why is why it may not be working:
My guess is because you're using a MAP file? Usually arcade emulators use the [ROM] convention but I'm thinking this emulator needs the [ROMFILE] convention instead. So if you are using my map file then I suggest trying the following for testing:
If this works then I'll adjust the MAP file to accommodate this emulator. Please report back.

I have set the screen res and full screen switch in the config ini file so I guess that the last part is not needed for me but hey it cant hurt!.
Also there is a nice gui/front end available here...
